Why roaming bills surprise travellers
Roaming feels free because nothing stops you. Your phone connects to a Turkish network, maps load, photos back up, and the meter runs in the background. Depending on your home plan, Turkey may be outside your included roaming zone, in which case data is billed per megabyte or through a paid daily pass. Many travellers only find out which one applies when the bill comes in.
The costs build up in places you do not watch: automatic app updates, cloud photo backups, video that plays on its own in social feeds, and navigation left running all day. A single week of normal holiday use can go far beyond what a small travel pass covers.
How a rented hotspot caps the cost

Your phone as a hotspot: same meter
Turning on the personal hotspot on a roaming phone does not make data cheaper. Every laptop or tablet you connect uses the same roaming allowance, only faster, and the phone's battery drains quickly. Keep your number, switch off roaming
Many people keep roaming on because they want to stay reachable. You can have both.
